orbiter 2010 p-1

It doesn't do nothing. It clears allocated memory, closes open handles, etc. You can close that window, but that terminates the whole Orbiter, so the launchpad won't be re-shown. The Windows process management would take care of deallocating all the allocated by Orbiter stuff instead of Orbiter. Nothing really bad will happen if you do this, like lost files (scenario is saved yet before that window will appear), etc.

If you don't want to wait for Orbiter simulation closing, you can change Orbiter shutdown options on the Extra tab and then in Debugging options to "Respawn Orbiter process". It will terminate Orbiter process (similarly like you did it with the close button), and then run it again to show the Launch Pad.

BTW. You can also use Alt-F4 to exit from simulation, or the close button if you're in windowed mode. They work the same as Ctrl-Q, and with default "De-allocate memory..." shutdown option they will show the closing dialog.
