Flight Question Slow Atmospheric Control Surfaces

Hello my fellow orbiternauts,

For the most part I seem to be able to have a fairly easy time controlling craft in orbiter, with the exception of the final approach to the runway with winged aircraft. There's nothing quite like the feeling of making a successful trip to the moon. And there's nothing quite like the feeling of a botched landing that kills an entire crew due to an oscillation created by the slow rate of movement of the control surfaces combined with a pilot impatient to see control input results.

Is it possible to increase the maximum rate of travel for the control surfaces?
