General Question when ellipse will take off?

Hi every one.
I have modeled a solid ellipse in fluid domain in a CFD analysis. I have measured induced horizontal force due to prescribed vertical flapping. I want to know will the ellipse start moving horizontally or not. any idea?

or in simple words, what is the minimum force required to move a body immersed in fluid?
