I'm thinking two things what does the probe have to do with this and i wonder if they still have to pay taxes while up there.

Actually, since they are technically out of the country, I think the tax law changes for them. Not sure how though, but I remember a reference from Apollo 13...

Yes they do but they can sort of claim travel expenses although a typical two week shuttle mission is only $20-$30.
