Hardware black ground

and i noticed a black outline on the florida tile
any ideas?

I think that the water color is just different. You might try getting the L10 surface textures, I think it lines up better with those.

I'm not sure, though.

How does it look in overhead view?
Is it dark water or total black?
Did you get similar errors with some other texture pack?

If it's dark water, then the problem is likely the mismatch between whatever images were used and the Earth textures you have, probably an author's unfinish.
