Secretly for big powers not possible, but yes for normal countries and general people. if usa, russia and europe are in the same secret could be impossible to be discovered by normal people.

Small fact: Amateur astronomers in Germany enjoy detecting US and Russian spy sats, with no more tools than internet, binocular or telescope and pocket calculators.

How do you want to hide them? Ban telescopes? Don't allow teaching Keplers laws and Gauss algorithm?

Not completely. We can always do ISAR imaging (Using radar for making images of moving targets with about 5 cm resolution)... Germany once did so with a 100m antenna.

Can something like that be built by a local Joe?... or is the technology somewhat a secret and kind-of hard/expensive to create?

Well, astronomy course has already been removed from Russian school education programme, so Kepler laws are already becoming a kind of sacred knowledge.

Not secret, but operating a large enough radar antenna to get a useful image is a bit expensive. :lol:
