You mean during atmospheric flight? That is normal behavior for aircraft then, the vertical stabilizers are turning the nose back into the airflow.
In space, you can observe a similar behavior, when you are using translation RCS mode. Firing the left/right thrusters while using prograde autopilot can make the velocity indicator lead a bit while the autopilot turns back to prograde.
