You mean like without course corrections?
I'm pretty sure he just means times to eject with low delta-velocity.
For example, if you launched at the current time to Mars, it would take much more dV than if you wait for Mars' next closest approach in about 2010.

Didn't someone have a flash app online that showed the different times when transfers were efficient or not?
 
I had heard on this forum of a eject time that would allow a perfect flight to Venus, a bit of waiting in LVO (Low Venus Orbit), then a flight to Mars, eight days on the surface, and then a return flight to Earth. Unfortunatley, I don't know what the time was, only that it came up every hundred years or so... Of course, I didn't try it out, so it might be pure crap.
