Hardware CPU speeds

I'm just needing some quick help guys.

I'm try to help evaluate my friends computer (Over Steam, no less) and was just wondering something. When you Right-Click "Computer/My Computer", under Processor it says [Processor_Name] @ x.xx GHz x.xx GHz, am I correct in assuming that the first GHz is the processor's designed speed and the second the speed it's clocked to?
Or is it the speed that it currently is? (As I believe some processors change their power depending on demand.)

Looking at my quad-core Q6600 2.40GHz overclocked to 2.70GHz that exactly what I see even when it's "idling" at 1.80GHz
