Why lock? Scared of the truth?
If you can't push a Deltaglider past 330 m/s, there is only one plausible explanation: You are far too low, the atmosphere still too dense and the drag force eating up your thrust.
If your DG then pitches up, it is caused likely by the lift force exceeding the gravity by a significant amount. Not different to aircraft, which react exactly the same if you increase speed without correcting trim.
You are simply flying too fast, too low. Which is a pilot error, because it is you who selected that trajectory. Complaining about machines, RCS, or the spacecraft, is not fixing this. You need to pitch up yourself, push the throttle to the firewall, and gather altitude. Without a Ramjet phase, you don't reach level flight below 125 km altitude. You just slowly drop your nose from 70° downward, keeping AOA low, until you are above 50 km altitude - then you can fly at any negative AOA that suits you, without loosing energy to drag.
