Wasn't there a mod where the external camera views remained at a constant orientation not matter how you rotated around your vehicle (similar to KSP).

I find the orbiter view rotation very irritating, as it rotates in 3D... instead of keeping 1 dimension constant with 2D mouse movement

??
 
I don't know what you mean exactly, but if you press F2 you cycle about three type of views, and the last one it's called "Global Frame" which should be of help...
 
A view similar to KSPs Free Camera mode.

In orbiter right-click and move mouse left or right.
In all three modes the view rotates around the viewers z axis (in/out of screen).
It'd would be nice to have no rotation about the z-axis.

I remember there was once a request to control the view rotation, to righten-up the angled horizon views of external cameras. However, this had to be implemented directly in Orbiter's code. I do not think, this can be done by an external module.
