Not sure if I understand your question correctly. That's all dependent on scale of your visualization.
For example if I work on orbiter vessel, I use 1:1 (1 unit = 1 meter) and after export to msh file I have perfectly scaled object.
While doing some space visualizations I used 1 unit = 1km or 1 unit = 1000km (in latter for example Earth had radius of 6.37 units and distance to Sun was ~150 000 units.
Choosing your scale correctly can save you a lot of troubles like not dealing with billions of units in small coordinates input fields in 3ds max. (like in picture below) or experiencing clipping issues in editor window for very small objects relative to your scale.
As for placing planets in correct orbits I'd just drew elipse shapes for that and placed center of the planets on proper elipse. (I took data from wiki).
