I think it is, or was, a building associated with the USA's Air Force Systems Command. This image is from about 40 or 50 years ago.

The rocket in front of it looks like an important hint. Looks a lot like a Thor-Agena B.

I suspect it is in Vandenberg, but can't verify it that fast.

This is a map of Vandenburg from 1968 if it helps.

Also: That is definitely a Thor-Agena, A or B I can't tell. The only major difference was the engine, right?

It's from the "Astrospies" TV doc.

I suspect the building has gone now.

Building 105 in Area A of Los Angeles AFB, as it appeared during the 1960s and early 1970s. Command Section offices have always been on the sixth floor of Building 105. The Thor Agena launch vehicle in front of the building, a local landmark for many years, was toppled by a gust of wind on 25 March 1975.

why would the logo be in the main focus? usually the logo is in the bottom right or bottom left of the picture. Ive seen a photo of that building before but i cant place where.

Yes, that building is gone, as are the ones around it; Los Angeles AFB now does the space acquisition work in a new set of buildings on the opposite side of the street corner.
