Problem Finding FSS Alpha and Beta

I ran the setup for FSS but I am not able to find Alpha or beta on any target list. I tried typing "FSS Alpha" in the target field but without success. Did I not do something? I read readme.txt but saw nothing relevent.

Typing in just "Fuel" worked - Here they are:
