As of Orbiter 2010-P1, PLTEX can do level 14 textures. To achieve that you need to select "L" (local high-resolution surface area) instead of "G" (global planetary surface) task.

Hard to believe there's an Orbinaut who hasn't read the Mars trilogy by Kim Stanley Robinson. Highly recommended. (Red Mars, Blue Mars, Green Mars)

And, yes, it's terraformed.
