Orbiter-Forum City Rules
The area within the walls and the coastline will now be known as Orbiter-Forum City.
The orange area is the city limits. The other colours are discussed below.
This post will address the rules and processes that are expected of members when within the city. The server rules still apply, these are in addition to those rules. In most cases these are just common sense.
Jurisdiction
Some are wondering why I am the unofficial mayor and why I am making these rules.
Firstly I was one of the first members on the map. Second I constructed a lot of the infrastructure. Many of the members asked me where they should build things so that the flow looks alright.
These rules and processes only strictly apply with the city limits.
If you don't visit the area or live here then most of these won't apply. That said all resources and processes are still available if requested (IE no criminal cases will be heard outside the city, but civil cases can be).

Commune Resources
As we are now in a new world, here are some guidelines for using the new commune:
The top level will always be public. The resources located here are the most common or the most useful. They should be enough for most people to start out.
The second level may become restricted. This will occur if there is abuse of the commune resources. I do not want this to happen, but the option is there.
The third level is the vault. The cost of a vault is 1 iron door plus 2 buttons, levers or pressure plates. Please take the effort of mining these yourself. Stealing some from the commune is not nice. At this stage any person can request a vault. All you have to do is place your door and buttons etc. Please ask me before though.
Preference is for those that don't have a permanent home (IE if you only want to mine or explore). You are free to modify the floor and back wall as you please. Out of respect to your fellow inhabitants, please mine down initially from the vault. Members of the vault are expected to contribute to the commune resources.
On commune resources
Please only take what you need. Try and only take up to half the resources in a chest. If you have a big project, please select a project chest. Put a sign next to the project sign. List the name of the project and materials that you require.
In donating resources first fill any project chests.
For top level items first fill the top level chests, once they are full select an unsigned chest on the second level. Items that are not named on the top level should go to the preferred chest on the second level. If you are not sure, please ask. Finally if all the chests are full you may keep all of that resource in your private chests.
If everyone follows these simple guidelines, the commune will be able to service everyone without restrictions.
In addition to the above, the fourth floor contains the farm. More information about that is below.
Farm Usage
The 4th Floor farms are farms for all members.
The melons require a cycle of the level in the middle. (~2-3 Stacks + Pumpkins) There is no need to hoe the dirt.
The reeds should be punched at the second block. (1 Stack)
The Wheat farm requires the level to be switched to let the water flow. Wait for all items to reach the path. Switch the level off and collect items. Plant the seeds again. Note: Don't jump on the farmland and there is no need to crouch. (~3/4 Stack of Seeds (Left over), 2-3 Stacks of Wheat)
The Tree Farm is located south of the Commune. It uses Birch Trees so that they can be packed in, accessible and cut down with no extra blocks. Where ever possible start with the second highest wood block. Jump up on it to access the top blocks when there is room. When replanting, plant as many as you can. Don't worry about space between them.
Note: As of 24 May 2012 the following changes are in place. The same general rules apply
With the addition of the 4 types of tree and woods, the tree farm has now been divided into quarters.
Please replant the correct type of tree to the correct quarter.
If all you want is charcoal, please use the birch trees as they are the easiest to harvest and grow.
By following these instructions everyone can use the farms to gather materials and food.
Court
Thanks to Woo482 Pablo and everyone else, we have a very good courtroom. There are 2 types of cases that can be accommodated.
There are currently four Judges. Myself is the High (Head) Judge. Woo482, Pablo and blane are all secondary Judges that can preside over any case. Hielor is not a judge as he holds the ultimate punishment and has sole use over it.
There is only normal 1 punishment available to the court. This is death. If you are found guilty you will then be killed ASAP. If you are found not guilty, you are free to go.
If you re-offend then you will probably be banned from the Commune and possibly referred to Hielor. This may or may not occur after a trial.
The procedure will be as follows (Civil and Criminal)
Plaintiff will present case and evidence. Charge/s will be announced by judge and the defendant will be asked to enter a plea. The defendant will now give counter evidence. Both parties will now make closing arguments (Plaintiff then Defendant) and the jury or judge will then decide.
Civil
A Civil case can be decided by Judge or Jury. This is at the request of the Plaintiff.
A civil case can occur when 2 parties have a major disagreement and require arbitration.
The Plaintiff will be the party that was most inconvenienced and the defendant the party that committed the offence. Note: The court can change these roles depending on the case.
All Evidence will be given in the Witness Box.
You can represent yourself or you may have a lawyer. The court will not ask.
If the offence was serious enough, the defendant will be asked to stand in the dock.
In the event that the defendant does not have a lawyer or gives evidence, he or she will remain in the dock to ask and give evidence.
Criminal
A Criminal case can be decided by Judge or Jury depending on the number of members present at the time of the trial. A criminal trial will be granted if the severity of the offence is high enough. As a general rule, a criminal trial will occur if a major breach of the rules occurs. This will be decided by the Judge, Prosecutor or other important member.
The format of the trial will be the same as that of the civil trail except that the prosecutor will be the plaintiff. Witnesses will be required to make a statment from the box, but the prosecutor will make his statements from the floor.
In a criminal trial, the defendant will be formerly asked if they want a lawyer. The court can provide on if required.
At the end of the trial, the judge or jury can retire to discuss the verdict. Once a result has been reached, it will be announced and instructions will be given to the defendant.
If the result is a ban, that will be discussed in private with the member involved.
Note: There is no appeal process and the decision is final.
Building Permissions

The above map should only be used as a guide and not an official plot map.
As a guide, the red areas are fully restricted. No one can build without the express permission of a senior official.
The green areas are known to have free space. Note: You should still check that you are not building over someone.
Blank area's generally have people located nearby and extreme care should be taken before building there.
If you are not sure where to build, ask an official what terrain you are after, and we can help locate a suitable location.
Rules
- Don't access prohibited areas unless you have permission from the owner
- Don't mess with redstone circuits unless you have permission from the owner
- Theft of items will not be tolerated
- Don't kill farm animals on private property without permission of the owner.
- Preserve the natural beauty of the City where possible.
- Use the natural contours of the land. Mass Clearings are not very nice.
- If you are building, try and match the general theme. Stone Brick is always a safe bet.
- If you break it, fix it. If you can't fix it, donate materials to do so.
- Roads are buildings too. Always ask permission before moving a road.
- Don't build under or over another player without permission. This includes public buildings as well.
- Try and leave some (~10 blocks) space between your place and another person's place.
- The city is trying to become a mob free zone. If you see a mob spawn, light up the spawn area.
