How do you create smilies?

I'm thinking about having a Titanis smiley,but i don't know how to make one.
Oh and are the introduction of new smilies only possible if approved by an administrator?

Smilies are just simple GIF files, or even .png if they aren't animated. If you make a smilie, send the link to the image (upload it onto photobucket, flickr etc), and request that it be added. The image file takes up virtually no server space, so as long as the smilie is useful and appropriate in content, it may very well be added.
