Mmmmmm...Very interesting. It,s one of three spaceports in Russia and is also near to an Airport.
It would make an extremely exciting historic addon.

Notice the color of the Soyuz pad. If we were to make this surface base, very little would be required assuming we used the same mesh as this addon:
