My neigbour dan(not me dan)..
claims that the government disabled the probe so the Russians and Chinese wont reveal alien life on mars...

Does anyone have any info on such...

There is currently a new american rover underway to mars that is much more capable than Phobos Grunt when it comes to mars surface research. If they wanted to keep a secret, you'd not expect them to disable someone elses probe and sending a much better one themselfes, would you?

Unless your friend expects the aliens to have moved to Phobos, of course... :shifty:
