Scenario Prelude II Underground at Phobos

Returning to Orbiter after a long absence, so this could be an old issue, but I haven't been able to search an answer yet. When I want to fly a Phobos mission to a Prelude II base, the default location for the base is always inside Phobos. I know that I can manipulate the location with scenario editor, but I'm wondering where the original error is.
 
Phobos is a mesh on top of a sphere so bits of it don't map to the sphere correctly and you get this odd effect of things either floating or being underground. There are places where it aligns closely the the sphere so if you move the base there it'll be fine.

It might take some trial and error.
 
Phobos is defined as a moon, and in Orbiter, moons are spheres. The surface you can see is only a mesh, it's not the "physical" surface of the object (as defined in Orbiter). Since there is no collision detection between meshes and vessels, you can get through.
 
Thanks all, that led me to discover if I restored the stock Phobos mesh instead of the high-res, the base was back on the outside.
