General Question Re-Paint Utilites And Programs

Hey, I'm new to making custom re-paints and textures and I was wondering what good tutorials and free-ware programs were available.

You could try either Paint.net or this for editing the textures

Paint.net has the advantage of being able to edit DDS files which I've found to be very handy.

Paint.net has the advantage of being able to edit DDS files which I've found to be very handy.

GIMP can edit .dds files as well, with a plugin. I recall the plugin being pretty easy to find on the GIMP website.
