General Question Regarding the creation of rings,clouds, and texture levels exceeding 8.

I have made a couple of planets and have done clouds,but i didn't get around to making colored clouds and rings due to the fact that i currently don't know how to do so. Does anyone know of another program that does just that other than pltex, and can you make level 9,10,11 ect textures compatible with orbiter, and how do you make night lights that aren't just white and shades of gray?

Orbiter 2006 doesn't support textures higher then: LV10.
