Hmm...I would be more worried about the fact that a nuke just went off over my city. I think that's the big kicker here.
If power/communications were out because a nuke went off and no one knew why, I think the people would assume it was Armageddon and start screaming incoherently while driving cars into things.
Personally if it came to that, I would just grab my bath towel, put a bag over my head and lay down quietly until it was over.
