I wanna figure out what these "most extreme conditions" would be... does climate change inadvertantly spawn Godzillla monsters all over the place?

I suppose, there are storms, and warmer waters can lead to more powerful storms... but the city would be designed for this eventuality, and would have many redundancies in place for emergencies. As the city gets larger, it gets more resistant to such conditions.

Of course it isn't 100% safe. But of course you can also reside on a small island or shoreline, and get killed by a storm surge, or go out of your shelter during the storm and get hit by flying debris, or have a levee break and smother your city with septic floodwater...
 
Um populating the oceans WILL happen and HAS happened already with small populations in various man made objects 24/7

What do you mean? Handful of people who has their permanent residence at their own yachts? In my understanding "to populate" something means to call the place your home and feel like a place where you could live together with your children and even infants. In that sense, nobody "populates" air or subway, for instance, despite thousands of people travel every day through air in planes or through subway in trains.
 
I remember the slogan on the wall of our coach's office when I was a kid: "The sea does not forgive mistakes".
