The problem is: some frekking idiot having devised this contest that may result in the whole terranean population of bacteria voting twenty five times doesn't justify cheating.

It's square and simple. You are being abused by your system and abusing the trust of fellow orbinauts. Instead of hoodwinking users of this forum into rigging a poll, you could set up a direct action instead - e.g. write a letter to the education authority, complain to the press (expect no success there), staging a public sit-in or whatever. Don't be afraid to break the rules that make you do things you think are unethical.

That is quite a good idea. After all, this poll is about the best and most efficient use of (tax) money.
And since this form of voting can easily come down to who has the most bandwidth it could even be argued that such a poll indirectly incentivises the use of botnets which can be rented from organized criminal organizations.
