Is there any way to change how much of the instrument panel is shown in the 2D mode? Or is this strictly a function of the resolution that the sim is run at?

I think it's with the screen resolution under the video tab on the Orbiter launchpad (I personally recommend 1152 x 864). This should be it ;)!

Orbiter usaly renders the 2D panels 1:1 on your screen.
You can resize them by any factor with the "Panel scale" paramter in the "Parameters" tab. However, orbiter does this not very pretty at all. So unless you need to make the panel bigger it is not adviced (downsizing them makes text very quickly unreadable). Scrolling with the arrow keys is the better choice in 98% of all cases.
The XR class ships address this by giving you the choice between 3 panel resolutions. Check the config file!

The current beta does things very differently and ships that use the new sketchpad should be very pretty at any scale.

Note: If you have an LCD screen, you should always use it at its native resolution! (!!!)

hah, nope, no LCD for me. Just some old 22 inch CRT I got off craiglist for 40 bucks. You're right in assuming the XR-2 is the main issue ship. I'll check its config file and scale down to a (lower?) resolution.

Per default it is at its lowest resolution of 1280 pixels in width. It only goes higher after that.
What resolution are you running at?
