Oh, so it's built already, they're just putting it on? What took them so long then?

Hard to tell, I would call it politics in a way. Alone selecting which contractor should build it took three years longer than planned. Also the contractor then seemed to have only offered a 1:2 scale model of the NSC. :facepalm:

Then the typical project management by a political committee came: Costs exploded quickly... funding was not enough... winter came unexpected... the workers arrived with the wrong tools and had to return and get the right ones, cya next year.... Summer arrived unexpected... Somebody ordered the wrong bolts to assemble everything...

The stack of unit 4 was already removed. Only the smaller stack of the other block is still in place, it is outside the NSC.
