I think you are maybe referring to the X-38, sometimes also called the CRV?
 
Are you talking about the X38? It was cancelled due to budget overruns in the ISSP.
It's role have been assumed by Russian Soyuz vehicles.

Was it really budget reasons? Wayne Hale says in his blog that they were close to getting it ready to fly.
 
no it was a nasa thing like the DGIV rescue payload but this one had engines to take the people back to earth

That was the X38, Assured Crew Return Vehicle(ACRV). As I wrote, it cancelled due to budget overruns in the ISSP by then NASA Administrator Sean O'Keefe, along with the TransHAB concept and some other ISS-related items.

Can't say I've ever heard about anything related to a DG-IV for the ISS :P

I'm pretty sure you're thinking of the X-38 (AKA the CRV, as has already been said). I'm not sure why it wasn't finished, but I know it wasnt.

It is not on the ISS as it is not part of the ISS, but a seperate vehicle. I have a feeling there is one on Orbithangar.

The German aerospace agency, which was involved in the project, was also sure it was almost finished, but basically, it had really been budget problems and design changes. When the habitat got canceled, there was no permanent 6 person crew - and so no rescue vehicle for such a crew was needed.

Yes. The ISSP was spending waay too much and something had to give. In this case it involved the X38, The TransHAB concept and some other elements.

That's why the they brought in a former OMB-man, Sean O'Keefe as the replacement for Dan Goldin. O'Keefe knew his way around the budget world and he managed to bring down the massive cost-overruns of the ISSP to something that Congress could accept in the long-run.

Actually, the X38 was for a 7-member crew.

That's the reason why they have now cut the 7th ISS crew-member as they're going with two Soyuz's(each Soyuz can only hold three crew-members).

Autists make simpler sentences as you do and don't get into grammar problems, because they never adopt complex grammatical structures.

if you use firefox web browser there is a spell checker on that you just need to download the English dictionary of the website

Such a shame. The demostration video I saw of it made it look like a very promising vehicle.

Right. I never knew Sean O'Keefe was formally OMB. However, From what I've seen and read about him he seemed a very competent NASA administrator.

Yes, he was. He never got involved too much in the technical day-to-day stuff, which is the way it's supposed to be. He let the more experienced people in the agency handle that.
