As I wrote, it cancelled due to budget overruns in the ISSP by then NASA Administrator Sean O'Keefe, along with the TransHAB concept and some other ISS-related items.no it was a nasa thing like the DGIV rescue payload but this one had engines to take the people back to earth

Actually, the X38 was for a 7-member crew.The German aerospace agency, which was involved in the project, was also sure it was almost finished, but basically, it had really been budget problems and design changes. When the habitat got canceled, there was no permanent 6 person crew - and so no rescue vehicle for such a crew was needed.

That's why the they brought in a former OMB-man, Sean O'Keefe as the replacement for Dan Goldin. O'Keefe knew his way around the budget world and he managed to bring down the massive cost-overruns of the ISSP to something that Congress could accept in the long-run.

Yes, he was. He never got involved too much in the technical day-to-day stuff, which is the way it's supposed to be. He let the more experienced people in the agency handle that.Right. I never knew Sean O'Keefe was formally OMB. However, From what I've seen and read about him he seemed a very competent NASA administrator.
