We have four hypotesis: Either it's alien technology traded with Bob Lazar or the coating is not sticking, but stuck (nailed, compressed against, constrained in place mechanically or magnetically) or it is melted so that it can be partly (the part that must be supported by the pan) mixed with something that sticks or the whole pan is made out of Polytetrafluoroethylene.

The only thing that sticks to Teflon is itself.

To get it to stick to the frying pan, they use multiple layers, so that the outer layers exert peer pressure on the inner ones to stay stuck.
